The Intermountain West has witnessed rapid population growth in recent past. The greatest population growth in these states tended to be near urban fringe and/or housing development in rural areas. People are increasingly moving to areas with abundant environ-mental or natural amenities such as scenery, rural atmosphere, recreational opportunities, and varied topography. Population influences into these areas increase land values, which put increased pressure on landowners to develop their land. Development of open space lands presents a serious threat to the environment and agriculture.
